Applying for a Non-Excavation Corridor Access Request (NECAR)

For activities in the road corridor that don’t involve excavation—such as placing a skip, setting up scaffolding, or operating machinery—a Non-Excavation Corridor Access Request (NECAR) is required.

When Is a NECAR Required?

You need to apply for a NECAR for the following activities in the road corridor:

  • Placing a skip, bin, or container.

  • Setting up temporary scaffolding (mobile or fixed).

  • Parking or operating machinery (e.g., cranes, cherry pickers).

  • Applying for partial or full road/footpath closures for work on or above the road.


Getting Started: Registering and Creating a Worksite

Registering for an Account

  • Private Individuals: If applying as a private individual, select ‘No, I’m a Private Individual’ under the Your Organisation section on the account activation page.

  • Organisational Applicants: Select ‘Yes, a Registered Company…’ and choose your organisation from the dropdown list. An admin will need to approve your account before you can create or edit applications.

Logging In and Creating a Worksite

  1. Log in to MyWorksites: After registration, log in to your account.

  2. Add a Worksite

  3. Traffic Management Plan (TMP): Some RCAs require a TMP to accompany the Worksite application. If there’s minimal or no road corridor impact, select 'None' for Traffic Impact and 'Shoulder Only' for the Category.

Important Note: Certain RCAs require both the Worksite and TMP to be submitted separately before processing can begin. You will receive emails confirming submission and notification of approval or decline.


Revising Your Application

If your Worksite or TMP is declined or requires changes:

  • For Worksite Revisions: Click 'Create Revision' at the footer of the Worksite page.

  • For TMP Revisions: Click 'Create a revision' under the Layouts section of the TMP.


Checking Application Status / Contacting the RCA

  1. Application Status: Ensure both the Worksite and TMP are marked with an orange 'Submitted' label.

  2. Contacting the RCA: If assigned, the Corridor Access Manager or Traffic Management Coordinator’s contact details will appear in the RCA Assignee field. You can reach out directly or leave a comment in the application’s Comment section.

  3. Need Further Assistance?: If both the Worksite and TMP have been submitted but no RCA representative has been assigned, contact [email protected] for assistance.
