Overview
The revision number tells you two things at a glance:
The major number — how many times a new working version has been created for this Worksite or TMP.
The minor number — how many decisions or edits have happened within the current major version.
A new major version always starts fresh at .0 — so a jump from 2.4 to 3.0 tells you a completely new revision cycle has started, not just another edit.
When the major number changes
The major number only increases in one situation: when a new draft is created from a Worksite or TMP that's already been accepted or is currently awaiting a decision, via the "Create revision" button.
This is what happens when you choose to revise a submitted, accepted or declined Worksite or TMP rather than leave it as is.
The moment that new draft is created, the major number goes up by one and the minor number resets to 0. This applies the same way to both Worksites and TMPs.
Note: A brand-new Worksite application starts at revision 1.0. A brand-new TMP starts at revision 0.0.
When the minor number changes
Everything else that affects the revision number changes the minor number only — the major number stays the same.

What doesn't change the revision number
Submitting a draft for review — moving it from "being worked on" to "awaiting an RCA decision" — doesn't change the revision number at all. It carries over whatever number the draft already had.
