TMPs with Road Space Bookings

Road Space Bookings (RSBs) are replacing Layouts in myWorksites. This guide provides an outline of how to use the RSB functionality.

Introduction

RSBs will replace Layouts and provide a more flexible approach. They separate methodology approval from scheduling, so site level schedule changes do not always have to trigger TMP revisions.

RCA conditions set at the TMP level apply automatically to every booking. Low-risk work flows through, high-risk gets oversight. Contractors activate an RSB on site, creating a live picture of what's actually on the network.

Approvals are the foundation, but coordination, operations, compliance, and public information all depend on scheduling and real-time data.

Worksites & TMPs answer what is allowed to be on the road. RSBs answer:

  • what is scheduled to be on the road: planned dates, times and network segments

  • what is actually on the road right now: live deployment status from field activation

Note: Each RCA will have their own conditions and requirements for providing the right level of information with your TMPs and RSBs. Consult your RCA to better understand what they expect from you.


What is a Road Space Booking?

An RSB is a request to occupy a defined section of road network for a specific period. The TMP continues to hold how work will be done. The RSB holds when and where.

Key points:

  • TMPs that use RSBs will hold a bit more information at the TMP level to enable smarter rules to help balance the need for applicant flexibility and RCA oversight

  • TMPs can have multiple RSBs

  • Early submission of RSBs are encouraged (before TMP approval where practical)

  • RSBs have simpler and smarter data capture tooling

RSBs can have their own lifecycle, independent of TMPs

Who benefits and how

A system that answers all three questions enables earlier coordination, real-time network management and compliance, and accurate, field-confirmed information for road users and the public.

  • Parties working in the road have operational flexibility for low-risk work and certainty through effective scheduling and clash detection.

  • Road users receive accurate, up-to-date information about planned work based on live data.

Pilot & transition

We are still developing the RSB functionality in collaboration with a core working group. A pilot phase has been running since 1 July 2026, and will be expanded to more RCAs from September. Transitioning to RSBs is expected to occur in a gradual fashion, with an opt-in phase to start with.

Each RCA decides when they want to start, and how long the transition phase is in order to give themselves and applicants sufficient time to get familiar with RSBs before anything is mandatory.


The main components of RSBs and their TMPs

There are four main new pieces of functionality that work together.

  1. TMPs will hold more key information to support rules and automation

  2. RSBs themselves come with new data capture tooling and a schedule view

  3. Field activation tooling to make it easy to find, activate, and complete bookings

  4. Network intelligence (beta) functionality to easily see what's scheduled and active on the network to support RCA oversight, avoiding clashes and finding available road space


A new type of TMP

Create TMP page:

TMPs can be created from the main menu, or directly from an existing Worksite. At this step, you will be able to provide a description, set the type of TMP (site specific or PARS/Generic) and during the transition phase you can still decide if you want to use RSBs or not for each TMP you create.

The TMP Overview page

The TMP Overview Page has a TMP Details section (at the top) where key details about the TMP are entered:

  • Date Range

  • Highest Impact

  • Maximum Expected Delay

  • Description

These details are critical in capturing the data that enables the rules as part of TMP approval and the conditions that RSBs must conform to. e.g., RSBs must fit within the TMP's date range, highest impact, and expected delay. myWorksites will provide visual warnings and in some situations, prevent progression based on RCA preferences.

Other elements of the TMP:

  • Files section is prominently near the top (under Details) to make adding and managing files easy

  • Followed by the RSBs (where Layouts used to be) which is where you Add & Edit your RSBs

  • There is a 'right side' column where information about

    • RCA Approval

    • Permissions for other Organisations

    • Worksite & Project Information

  • Further down the page are where you will find TMP Conditions & TMP History


Road Space Booking page

The RSB page is where you create the detail for your bookings. The main components of the RSB page are:

  • RSB Details (top left)

  • RSB Map (top right)

  • RSB Schedule (middle)

  • RSB History (bottom)


When creating an RSB (Add RSB from the TMP Overview Page) this page starts empty and you will need to:

  • Populate the RSB Details

  • Add Impacts and Detours to the Schedule

  • A single new form allows you to capture each item in the RSB schedule (each impact or detour).

You will need to:

  • Provide a descriptive name

  • Choose the impact category

  • Define when you expect the will be in place (and whether it's in place once, or recurring) Note: at the point of creating an RSB, these dates are likely to be indicative, and that's fine. We will add functionality to manage contingency dates and allow you to update your dates closer to the time without a TMP revision.

  • Define where the network will be impacted

  • Map drawing tools provide for a range of different modes to help you capture the right information in the easiest way. These controls are at the top part of the map area.

Tip: using 'Polygon' selection will return all roads within the drawn area. You can click on any road segment to 'remove it' from the selected roads.

Warning messages will show up if dates, impact categories or expected delays in any RSB are above the values provided in the corresponding TMP. Examples:

Site Specific and PARS (formerly Generic) TMPs

RSBs work slightly differently for different TMPs.

At a base level, RSBs on Site Specific TMPs are managed closer to the lifecycle of the TMP. If RSBs under a Site Specific need to be modified, a TMP revision is currently required. We will develop functionality to allow modifying RSBs within a Site Specific so long as conditions are met e.g. still within the TMP date rage, within or lower than the expected delay, within or lower than the approved impact category.

RSBs on PARS are more flexible in that they can be created and modified without requiring a PARS revision, however, the RSBs must fall within or under the approved impact category, expected delay and overall PARS date range approved.


Field activation tooling (beta)

A key goal of RSBs is to enable better information flow form the field. We have developed simple tooling to enable field crews to mark a site active/deployed, confirm the schedule is on track, add comments, and complete a booking when the job is done.

From the myWorksites homepage there is a shortcut to help those on mobile devices easily get to the new deployment page.

The new page is designed for a mobile device (but it also works fine on a computer in the office) and makes it easy to find relevant RSBs and activate them, check in, provide comments, and complete them.

All you need is a myWorksites login, be added to your organisation, and be given the STMS (or Contractor) role.

Each of these events is captured in the RSB History to provide an accessible audit trail right the way through planning to completion.
