Upcoming transition to the New Zealand Guide to Temporary Traffic Management (NZGTTM)

The New Zealand Guide to Temporary Traffic Management (NZGTTM) is replacing the Code of Practice for Temporary Traffic Management (CoPTTM).

NZGTTM uses a risk‑based approach to plan works on the road corridor. It focuses first on identifying risks to workers and road users, then choosing the right controls and traffic management layouts.


Waka Kotahi/NZTA and local Road Controlling Authorities (RCAs) are now moving their networks to NZGTTM. Transition dates and rules are different for each RCA.

Some RCAs are running a soft transition phase where both CoPTTM and NZGTTM are accepted. Others have set firm end dates for CoPTTM‑based TMPs.

This page brings together RCA‑specific messages, key dates, and links so that MyWorksites users know:

  • when each RCA will start accepting NZGTTM‑based applications.

  • when CoPTTM‑based Traffic Management Plans (TMPs) will no longer be accepted.

  • where to find detailed guidance and training information.

Auckland Transport

From 4 May 2026 AT begins a “soft launch” of NZGTTM. All Corridor Access Requests (CARs) will be assessed using the NZGTTM risk‑based approach, and applicants are expected to include a risk assessment or risk control plan.

From 1 July 2026 all new CAR applications will be assessed using NZGTTM, and from 1 July 2027 existing TMPs will be transitioned to NZGTTM.


AT has informed industry to treat the period before 1 July 2026 as a transition period and is encouraging NZGTTM‑based applications now.
