Overview
The Assurance checks module allows authorised auditors to conduct quality assurance reviews of Traffic Management Plans (TMPs) and Worksites. Reviews are recorded directly in myWorksites, linked to the relevant TMP or Worksite record, and generate a PDF on completion.
Assurance checks can be created for:
Any TMP with a status of Approved, Submitted, or Declined
Worksites (CARs and EARs) with a status of Approved, Submitted, or Declined, where no TMP exists
Global Permits with a status of Approved, Submitted, or Declined, regardless of whether TMPs exist
Only users with the Auditor role can create and conduct Assurance Checks. Other users may be able to view completed checks depending on their permissions.

Starting an Assurance Check
Option 1: From a TMP or Worksite overview page
The quickest way to start an Assurance check is directly from the TMP or Worksite you want to review. There are two ways to get to the overview page:
If you are on-site and have located the relevant Worksite or TMP on the Planning map, you can navigate directly from the map to the record’s overview page.
Alternatively, enter the Worksite or TMP ID into the search bar. The system will return matching records, allowing you to navigate directly to the overview page.
Once on the overview page:
Select the “Create Assurance Check” button in the action bar at the bottom of the page.
The system will navigate to the Create Assurance Check page with the record already selected.
The “Create Assurance Check” button is only visible to users with the Auditor role. It only appears on records with an eligible status (Approved, Submitted, or Declined) that are within the auditor’s RCA jurisdiction. It will not appear on Draft TMPs or Draft Worksites.
Option 2: From the Assurance Checks module
Assurance Checks can also be created directly from the module.
Navigate to the Assurance Checks module from the main navigation.
Select “Create Assurance Check”.
Use the search field to find the TMP or Worksite you want to review. Search results display the ID, status, revision number, and address to help you select the correct record.
Select the record from the dropdown to proceed.
Alternatively, select “Start Assurance Check without TMP or Worksite” to create a standalone review not linked to a specific record. The completed PDF can then be manually attached to the relevant TMP or Worksite.
When an Assurance Check already exists
Once a TMP or Worksite is selected, the system checks whether an Assurance Check already exists for that record and displays one of the following:
In-progress check (recent)
If a check is currently in progress and was started within the staleness threshold, a notification is displayed:
"Assurance Check [ID] for this TMP or Worksite is currently in progress."
From here, choose to continue the existing check or discard it and start a new one.
In-progress check (stale)
If the check was started beyond the staleness threshold — meaning enough time has passed that site conditions may have changed since the original on-site assessment — an enhanced warning is displayed, including the date and time the check was created:
"Assurance Check [ID] for TMP [code] is currently in progress and has been marked as stale. The AC for this site was created on [date] at [time]. Site conditions may have changed since the on-site assessment."
The same options are available: continue the existing check or discard it and start fresh.
The staleness threshold is configured per RCA. The default is 24 hours. Some organisations use a shorter threshold (for example, 4 hours).
Completed check
If one or more completed checks exist for the record, the system displays when the most recent check was created and completed. A new check can still be created at any point in time.
Only one Assurance Check can be in progress for any given TMP or Worksite at a time, however. There is no limit on the number of completed or discarded checks that can exist against the same record.
Discarding an Assurance Check
Choosing to discard an in-progress check permanently marks it as Discarded. A discarded check:
Remains visible in the reports table as a read-only record
Cannot be re-opened or edited
Does not generate a completion PDF
Discarding is irreversible. The staleness warning and creation date are shown to help auditors make this decision with confidence.
Conducting an Assurance Check
The Assurance Check workflow is a multi-page short form. Work through each page in sequence, recording your observations and answering the required questions. Your progress is saved as you move between pages.
All Assurance checks use the short form process. Long form TTM audits are no longer required under the current NZ Guide and have been removed from the system.
Completing and submitting
Once all pages are complete, 'Complete & Send" the Assurance check. On submission, the system:
Marks the check as "Completed"
Generates a PDF containing the full record of the review
Posts a comment to the linked TMP and Worksite where applicable — or to the Worksite only if no TMP is linked
Sends a notification email to the auditor and to any recipients specified by the auditor during the review process
Accessing and reviewing Assurance Checks
How an Assurance check can be accessed depends on its status:
In progress
Opens in the editable workflow. In-progress checks can be accessed from the reports table, or by navigating to the Create Assurance Check page and selecting the relevant TMP or Worksite via the search bar.
Completed
Can be opened as a PDF or as a read-only view of the form, in a layout that mirrors the original workflow. Both options are available from the reports table.
Discarded
Can be opened as a read-only view only. No PDF is generated for discarded checks.
The Assurance Checks reports table
The reports table displays all available data for Assurance Checks within your RCA’s jurisdiction. Use the date range filters to narrow down the results before exporting. The CSV export includes all available data and is useful for reporting or record-keeping purposes.
